Door To Door Salesman warning

The following information has been received from Sandgate Parish Council and explains the recent experience of visiting door to door salesman.
A “door to door salesman” called at our house in ****** yesterday afternoon with a large rucksack and flimsy (easily replicated) laminated ID card, claiming to be an ex-offender (In his words “Not a murderer, just a bit of a bad boy”) and participating in a scheme of door to door selling as part of his release plan.
When my wife said she supported what he was trying to do, but had just been shopping so needed nothing, he became much more aggressive in manners and stormed off.
I seem to remember an article in the Parish News emails last year warning of someone of a very similar “MO” and it might be worth updating that article and re-sending?
My wife didn’t think anything of it at the time and I think the time to report this incident to the Police has probably gone.
I find it hard to believe that there is any recognised scheme for ex-offenders doing door-to-door calls and if that is the case it may be worth also highlighting that in any emails?
